Este programa es el instrumento de la pol\u00edtica europea de vecindad para desplegar la cooperaci\u00f3n transfronteriza entre ambas riberas del Mediterr\u00e1neo. La influencia de los acontecimientos en la ribera sur del Mediterr\u00e1neo tiene un importante impacto en la orilla norte, como ejemplifica desde hace algunas semanas la guerra en Siria y la masiva llegada de refugiados al continente europeo. La cooperaci\u00f3n se presenta como un mecanismo fundamental para la estabilidad de ambas orillas y la recogida de frutos compartidos.<\/p>\n<p style=\"text-align: justify;\">Bajo esta filosof\u00eda, Zulima P\u00e9rez i Segu\u00ed, Secretaria Auton\u00f3mica de Transparencia, Responsabilidad Social, Participaci\u00f3n y Cooperaci\u00f3n de la Generalitat Valenciana, defendi\u00f3 el enfoque innovador a la cooperaci\u00f3n que representa el programa ENI CBC Med. Frente al tradicional trasvase de competencias, capacidades y recursos del norte al sur, el nuevo programa se fundamenta en la creaci\u00f3n de consorcios de pa\u00edses de las dos riberas para desarrollar un intercambio y aprendizaje mutuo.<\/p>\n<p style=\"text-align: justify;\">Entre las \u00e1reas de cooperaci\u00f3n que apoya el programa se encuentran el desarrollo de empresas, la mitigaci\u00f3n del cambio clim\u00e1tico, la educaci\u00f3n o la lucha contra la pobreza.
